Yes, White can draw. R + N vs. R is a draw. I've had this ending twice, once with the stronger side, which I won. And once with the weaker side which I drew. But the position should always be drawn.
Here White would love to play Bxa2 but that runs into a skewer Ra2+ and RxR. Also a problem is that Black is about to Queen. But there is a nice solution.
